Regarding the addition of new newsgroups,
Frank F pointed out some worthy considerations here:

folks might want to read that and some of its surrounding discussion.
The subject can be complex because there isn't a cut-and-dry policy for
newsgroup additions. Personally, I think that's okay. If there was one, I'd
surely want to restructure everything. For instance, I'd eliminate "Boats."
The groups currently have an overlap of a few types of catagorization. I agree
that the official product catagory "method" is causing problems.
I'm open to re-evaluating the whole issue in a fresh thread.
