I suggest that the charter for lugnet.db.inv be changed.
Currently the charter says

lugnet.db.inv- Special data-oriented group for the
  storage and retrieval of parts inventories of LEGO
  sets (one set per post); duplication of effort (multiple
  people inventorying the same set) is heartily
  encouraged as a safety/redundancy check against
  errors/omissions. NOTE: This is not a discussion or
  questions group; it is a "data dumping ground" for
  posting inventories. Questions and other discussion
  should occur elsewhere.

Note that the charter does not specify where "questions and other
discussion" should occur, probably because there isn't really any
appropriate LUGNET group.  As things stand, posts about such useful things
as the Bogers' Peeron Inventories Website or Bob Kojima's Parts Catalog
program are in violation of the charter[1].

I would recommend that the amended charter say that lugnet.db.inv is open
to all Lego-set inventory postings, that there should be only one set per
posting of individual inventories, and [policy statement!] that LUGNET
grants its permission for anyone to use and distribute inventories posted
on lugnet.db.inv, so long as they are credited[2][3].

This idea (or something related) has been brought up before, for example

although I think an additional group would be an unnecessary complication.

[1]  Although they are not off-topic.  It is a curiousity that the Lugnet
Terms of Use prohibit postings that are off-topic, but not postings that
are against a groups charter (except for auction spam).

[2]  LUGNET has the right to do this by part 7(ii) of the section
"Acknowledgment and Acceptance of Terms of Use" in the ToU
http://www.lugnet.com/admin/terms/agreement

[3]  This would have the effect that posting an inventory to lugnet.db.inv
gives implicit permission for the Bogers and others to use and distribute
it.
