For the second half, what Larry said pinned it perfectly:

And for the first half ("Fine == Fee") meant that a $10 fine would simply
degrade into a $10 fee. That is, some people (not all, of course, and maybe
only a very few, but some) would gladly pay a $10 fine -- considering it a
fee in their mind rather than a fine.
