Actually, adding leading zeros would be worse.  There are many cases of
sets with the same integer number but with different leading-zero
number-names.  For example, there are at least two different sets numbered
"20" and at least one set numbered "020".  Another example:  There is a set
"001" and several sets numbered "1".

A minor point, I admin, but since LEGO has used leading zeros before, the

Sometimes I really hate touch-typing finger-memory!  I had just typed
lugnet.admin.database...  :-/

set numbers aren't actually integers but strings.  (There's even a set with
an "A" on the end, and other oddities.)
