I'd expect it to be the common case, as most threads moved are moved
from a more general group (.general) to a more specific one (.color,
.o-t.debate, etc).

I don't think it's that obtrusive - and it's not that common we move
thread around, is it? A different point would be that goverment should
be transparant - if we're moving threads, it should be visible.

Is it? This thread is sits firmly in .admin.general, so it's prefectly
on topic. And with a quick edit to the subject, I'm not sure how it's
polluting?
