Well, if you have a business or premium PayPal account, then you can configure
it to do an HTTP POST to a URL of your choosing, with the details of the
payment. You can then write a CGI that listens to that URL and activates the
account automagically. But you have to pay a small % as a fee, regardless of
whether it was a credit card payment or not.
