In my case that's true. I bought 1.0 (with the a/c connection) and got the upgrade set for free in the same package (from the world shop). I get the feeling that the 1998 soccer sets were a success and that prompted TLG/TLC (or whatever they refer to themselves as now) to introduce Futbol.
