This happened to me on Windows 2000. Here's how I aleviated the problem:
Be sure to always backup you're registry before changing ANYTHING in it.
Run Regedit and go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
and delete the entry (I am at work-can't remember the name of it) for
RIS2.0. I think its launchris.exe. Close regedit.
That'll do it. The next time you restart, RIS2.0 won't automatically run.
