There just to be a "reversing" switch. It has one output and one input. You
put a technic axle trough it to operate it, and it has 4 positions: forward,
off, reverse, off. You can rig two of these together to get the function you
are looking for. The only problem is that it's currently not available in
any set. The last set that I remember seeing it in was the Technic
Spaceshuttle. It has two of them. Until a few years ago, it was also sold
through Lego Dacta.
