There's not a lot of scope for "good guy vs bad guy" play with a mill.

Not necessarily true: historically (I believe, but can't cite references
immediately) it was illegal to grind one's own grain in many areas, so one
had to take your large cartload of grain to the local feudally endorsed
mill, the miller would grind it, and extract the fuedal lord's share in tax
(and the lord's lord, and the lord's lord's lord, and so on), and the
millers share for grinding it, and give one a small bag of flour back.

So millers were generally viewed as evil tax collectors. Bad guys for
certain. Maybe the serf with the cart is heading to the mill to liberate
some flour for his brothers...

And of course, those raiding armies would be targetting the grain store as a
much softer (and possibly more immediately useful) target than the local
lord's castle...

However, understanding of feudal economics is probably not high on the list
of priorities for the usual crowd who plays with LEGO, so a rating of 'Good'
for playability is probably on target.
