C4 Sound a tone at begining and end of turn.

I'd like to suggest that every one sounds a tone at the end of their
turn, and sounds a different tone to at the beginning their turn.

Doesn't mater what it is, just that you recognize it.  This will help us
determine what is happing with turn passing.

Since the Arbitrator has motor driven touch sensors the operator can
signal a turn pass manually.

If there is a problem passing turn partway through a game, then the
operator can intervene and pass the turn for the robot.

This would only be done on an infrequent basis.  If a robot has repeated
problem passing turn then it must forfeit.

(...) I'd also like to suggest that you also put the state of the program in the LCD display. That way if you miss the sound, you can still note the state.
