You could try "Decal Set," a solution designed expressly for helping
decals stick to plastic model kits.  Testors sells a 1/2oz jar (Floquil
decal set) for about two bucks.

I've never used it on LEGO, but the damage to vinyl model kits is >negligible.

Does this actually work with (paper based, although they have plasticised
finish) stickers??? I had thought not but if so, way cool.
