i just thought, maybe you can 'set up' a few samll buildings or something, but
not full-blown bases.

A Space Brikwars game is not going to be much fun without (more than a few)
buildings, so people should try to bring buildings and scenery if they can -
however, Space-age weapons are pretty serious and there's a pretty good chance
that your buildings are going to take damage and maybe get blown up.  If
that's a problem for anybody then they should be able to declare their
buildings/scenery 'invulnerable.'  At that point it would be awfully poor
sportsmanship if a bunch of minifigs holed up and took cover in one of the
invulerable buildings of course.

Full-blown bases would be cool too, but you'd have to set them up as
'abandoned' bases at the beginning of the game.  It would be hard to explain
if multiple opposing forces had all allowed each other to set up fully manned
and operational military bases right next to each other.

Unless of course, they are mobile bases such as the facilities in the PC game
StarCraft. Think DropShip meets Military Installation. Each base is capable of
say 1" of movement a turn to either move into firing range, or out of range of
an opponent.
