LDraw files must be created in the UTF-8 encoding of the Unicode character set. The byte order mark (BOM) must not appear in LDraw files. LDraw software may choose to reject files containing the BOM.

It would be a good thing that Parts Tracker generated html pages use utf-8 as encoding charset instead of iso-8859-1

From this message http://news.lugnet.com/cad/dev/org/ldraw/?n=4812 it seems that a new CMS is on its way, maybe the charset change should be done in the process?

Hello, The LDraw Standards Committee (LSC) has unanimously ratified changes to the text encoding requirements of the LDraw.org File Format. The Text Encoding section now reads as follows: (...) The LDraw 1.0.0 specification has been updated (...) (13 years ago, 30-Apr-11, to lugnet.cad, lugnet.announce, FTX)
