Similar to Lugnet's original post ranking, allow a 0-100 scale for posts.
Default is assumed to be 0, rather than 50.

I find that one of the reasons I don't often spotlight or highlight is that I
find it difficult to say "this is a good MOC, but is it really
spotlight-worthy?" Essentially, there are some things where I feel like I should
REALLY spotlight, hands down. And to say "this MOC, which gets a 7/10 in my book
gets the same spotlight rank as this post about LegoFactory.com" just doesn't
sound right. Highlight is a quasi-nice middle ground, but even then, it's not as
granular as it could be.

And of course the reason post ranking didn't work as well as hoped was because
people were being vindictive and ranking posts *below* the default of 50. Hence,
I'd advocate simply moving the default. It disallows negative feedback, but
still allows for a higher gradation of rank.
