"Posts to lugnet.announce must follow-up to another group."
This means that the Followup-To: header field was not set. Followup-To
gives a list of newsgroups just like the Newsgroups: header field, except
Followup-To groups are stored for later, when someone replies.
That is to say, if you post a message like this:
Newsgroups: a,b,c
Followup-To: a
Then that message is simultaneously "crossposted" to groups a, b, and c, but
when someone replied to that message ("follows it up"), their message will
be posted by default just to group a and not to a, b, and c.
The reasons for requiring the Followup-To field for messages posted to
lugnet.announce are:
1. Direct discussions away from lugnet.announce since it is not a
discussion group but rather an announcement group.
2. Make it more difficult for people to post messages there, because
people were posting a lot of fluff there before.
